Carousel Finance Africa Ltd is an independent advisory and structuring firm. We work with governments, sovereign institutions and their partners on the programmes that decide a country's next decades: new urban districts, national transport corridors, special economic zones and bilateral investment funds.
The firm is headquartered in Mauritius and works from London, Paris, Abu Dhabi, Hong Kong, Kinshasa, Luanda and Abidjan. It combines international finance, the management of large programmes and a close knowledge of the countries in which it works.
We act as adviser and structuring principal under mandate from the governments we serve. We design the financing and the consortium behind a programme, bring in the partners it requires and remain accountable for its delivery.

Our mandates are confidential. We publish only what our principals have chosen to make public, and we never disclose the value of a programme or the terms on which we are engaged.
Independence
We are tied to no contractor, operator or source of capital. Partners are chosen for each programme on their merits, under the supervision of the government that has appointed us.
Accountability
We stay with a programme from the first idea through financial close and into delivery, and we answer for the result to the government that mandated us.
