KBR engages with DRC and Chad in Paris – Engineering pathways for major urban and infrastructure programs

As part of a high-level diplomatic and operational sequence held in Paris, Carousel Finance organized two strategic meetings involving the American multinational KBR, focused on large-scale urban development and infrastructure delivery in the Democratic Republic of Congo and the Republic of Chad.

Kinshasa Kia Mona – Strategic Discussion at the DRC Embassy (USA/UK District – 7,500 ha)

We held a strategic meeting at the Embassy of the Democratic Republic of Congo in France, hosted by H.E. Émile Ngoy Kasongo, Ambassador of the DRC to France, in the presence of H.E. Alexis Gisaro, Minister of State in charge of Urban Planning and Housing, and Mr. Thierry Katembwe Mbala, Chief Coordinator of the CSSPEVK, to advance discussions on Kinshasa Kia Mona with the American multinational KBR.

A key focus was the USA/UK District, a major 7,500-hectare component of the project positioned to welcome strategic international partners. KBR expressed a firm intention to contribute to the development of this district by mobilizing its global engineering and execution capacity. With extensive experience delivering complex programs across the Middle East—including energy systems, logistics corridors, and large urban development initiatives—KBR’s capabilities align with the scale and implementation requirements of Kia Mona.

Chad – Initial Working Exchange Supporting the National Development Plan (PND)

Carousel Finance also organized a strategic meeting in Paris with H.E. Amina Priscille Longoh, newly appointed Ambassador of Chad to France and the United Kingdom, alongside KBR.

This exchange focused on priority projects aligned with Chad’s National Development Plan (PND), with discussions covering three main pillars: the development of logistics corridors, the urban extension of N’Djamena, and the structured advancement of Chad’s mining sector. The meeting marked a strong starting point for the Ambassador’s mandate in Paris and initiated a pathway toward identifying concrete delivery models and partnership frameworks.

These two engagements illustrate the growing role of global engineering leaders in supporting sovereign development agendas, and the importance of structured, execution-driven dialogues to translate strategic ambitions into operational programs. Carousel Finance thanks H.E. Émile Ngoy Kasongo and H.E. Amina Priscille Longoh for their leadership and support, and acknowledges KBR for the quality of discussions and the strong signals expressed during this Paris sequence.
