
On February 23, 2026, a major milestone was reached in the development of Kinshasa Kia Mona, the 43,000-hectare urban extension designed to sustainably structure the long-term growth of the capital of the Democratic Republic of Congo.
Carousel Finance had the honor of accompanying H.E. Alexis Gisaro, Minister of State in charge of Urban Planning and Housing, together with Mr. Thierry Katembwe Mbala, Chief Coordinator of the CSSPEVK, to the headquarters of Dassault Systèmes in Vélizy-Villacoublay, France.
During this high-level working session, the Congolese delegation engaged with the group’s Europe, Africa, and Innovation leadership teams to explore the capabilities of the 3DEXPERIENCE platform applied to cities, infrastructure systems, and large-scale territorial development.
At the core of the discussions was the implementation of a comprehensive Virtual Twin for Kinshasa Kia Mona. This digital framework will serve as the backbone of the project’s planning and governance model, enabling integrated infrastructure sequencing, environmental simulation, mobility optimization, and data-driven strategic oversight.
The day concluded with the signing of a Memorandum of Understanding between the Government of the Democratic Republic of Congo and Dassault Systèmes, represented by Stéphane Degraeve, with the support of Carousel Finance AG and its President, Jafar Hilali.
This agreement formalizes the development of the digital twin of the new city and establishes a robust technological foundation from the earliest stages of the project.
By embedding advanced digital planning tools at its inception, Kinshasa Kia Mona positions itself as a next-generation urban development initiative, combining large-scale territorial structuring with data-driven governance and long-term investment visibility.
