
Carousel Finance is supporting the Republic of Chad in the creation of its Postal Bank, a strategic initiative aimed at expanding financial inclusion, strengthening national payment infrastructure, and accelerating the digitalization of public services.
The project is being advanced under the authority of H.E. Boukar Michel, Minister of Communications, Digital Economy and the Digitalization of the Administration, ensuring alignment with the Government’s priorities in digital public infrastructure, secure payments and nationwide service delivery.
In this context, Carousel Finance accompanied Mr. Mahamat Allamine Bourma Treye—Director General of the Postal Bank project and former Minister of Finance—during a dedicated mission to the United Arab Emirates, led by Jafar Hilali, to advance the project’s structuring, partner coordination and implementation readiness. The objective of these engagements was to accelerate the move from concept to execution by aligning institutional set-up, capital structuring and technology deployment within a disciplined delivery roadmap.
Carousel Finance supported a series of strategic meetings with Emirati authorities, UAE companies and institutional investors. Discussions were held with leading actors across postal and logistics modernization, telecommunications, payments infrastructure and financial services —most notably Emirates Post, e& (Etisalat) and Wall Street Exchange— as well as with high-level investment stakeholders. The aim was to explore practical partnership modalities combining capital strength, operational expertise and technology deployment, while maintaining a robust sovereign framework, clear governance and execution discipline.
Carousel Finance extends its deepest gratitude to the Embassy of Chad in the United Arab Emirates, and particularly to His Excellency Mr. Oumar Teguen Idibei Berde, for outstanding support and coordination throughout this phase. The quality of this collaboration was instrumental in ensuring efficient engagement and follow-up with all stakeholders.
The Postal Bank project is conceived as an execution-driven platform: a bank built on a trusted national network, enhanced by digital rails for everyday payments, transfers and public services, and engineered to meet international expectations in governance, compliance and operational resilience. The work conducted during this visit focused on partner alignment around a coherent sequencing—institutional and governance design, capital architecture, technology stack definition and an operational deployment plan calibrated for rapid impact.
Building on these engagements, Carousel Finance is preparing the next implementation step: a structured working delegation to Ndjamena, intended to engage the relevant national authorities and accelerate validation of priorities, governance arrangements and delivery milestones, so that the Postal Bank can progress decisively into execution.
