Carousel Finance holds diplomatic exchange with H.E. Hidetoshi Ogawa on infrastructure and urban development cooperation in the DRC

As part of its high-level mission to Kinshasa, Carousel Finance held a diplomatic exchange with His Excellency Hidetoshi Ogawa, Ambassador Extraordinary and Plenipotentiary of Japan to the Democratic Republic of Congo.

The meeting provided an opportunity to discuss the Democratic Republic of Congo’s major infrastructure and urban development priorities, as well as the potential contribution of Japanese expertise in sectors requiring long-term planning, technological precision and high standards of execution.

Discussions focused on the strategic transformation of Congolese cities, the development of modern infrastructure, industrial planning, logistics, energy access and the structuring of investment-ready projects. Particular attention was given to the importance of aligning technical preparation, institutional coordination and international partnerships in order to support sustainable development at scale.

Carousel Finance presented its approach to sovereign infrastructure structuring in the DRC, based on close cooperation with Congolese institutions, the mobilization of international partners and the preparation of credible frameworks for long-term investment. This approach is particularly relevant for projects involving urban expansion, special economic zones, transport systems, industrial platforms and essential public infrastructure.

Japan’s long-standing expertise in infrastructure, urban resilience, industrial technology, transport systems and development cooperation represents an important reference point for the type of partnerships that can support the DRC’s modernization agenda. The exchange therefore opened a constructive dialogue on possible areas of cooperation, while respecting the institutional leadership of the Congolese authorities.

The meeting also reflected the growing international interest in the DRC’s infrastructure and investment agenda. As the country works to structure large-scale development programs, diplomatic dialogue with strategic partner countries remains essential to connect technical capabilities, public priorities and responsible financing.

Carousel Finance will continue to engage with diplomatic and institutional partners to support the emergence of structured cooperation frameworks in the Democratic Republic of Congo. Through this dialogue with the Embassy of Japan, Carousel Finance reaffirms its commitment to building bridges between Congolese institutions and international expertise in support of sustainable infrastructure, urban development and long-term economic transformation.
